Most leadership training you’ll find online is built around slides and frameworks you’re supposed to absorb passively. The Graduate Certificate in Public Leadership from the University of Virginia’s Frank Batten School of Leadership and Public Policy is built differently: it treats leadership as a practiced skill grounded in behavioral science, and it puts you in situations – negotiation exercises, ethical dilemmas, group decision-making – where you have to exercise it, not just read about it.
For prospective students searching for public sector leadership training, an online leadership certificate or ways to move into management without leaving their current job, this certificate offers a focused, flexible path. Like UVA Batten’s public policy certificate, this program is designed to fit around a career: complete it in one semester full-time, or two to four semesters part-time, all coursework must be finished within three years and every credit applies toward the full Master of Public Policy if you choose to continue.
What makes this certificate different
- Flexible by design. Complete it full-time in one semester, or part-time over two to four semesters – online courses require only one hour of synchronous instruction per week.
- Stackable toward the MPP. All 12 required credit hours can be applied toward a future Master of Public Policy at Batten if you decide to continue your education.
- A wide elective menu. Beyond the two required core courses, in-person students choose from electives spanning negotiation, congressional leadership strategy, federal and state budgeting, diverse team management, and bias in public policy. Online students can choose from a selection of courses offered by UVA – allowing the certificate to flex toward each student’s specific role or interest.
- Grounded in behavioral science, not just theory. Core coursework draws on psychology and behavioral research, not generic leadership platitudes, to explain why people and institutions behave the way they do.
What you’ll actually learn
Core course 1: Psychology for Leadership (LPPL 7410)
This course starts from a simple premise: understanding your own and others’ behavior makes you a better leader, but psychology and everyday life regularly conspire to make that hard. The course moves through a deliberate sequence of behavioral-science topics, each tied to a real leadership skill:
- Information seeking, for gathering what you need before a difficult decision
- Perspective getting, for moving past your own vantage point
- Construal, for recognizing just how subjective everyone’s read of a situation really is
- Competing goals and goal pursuit, for balancing priorities deliberately instead of by default
- Wise incentivization, for designing incentive systems that don’t backfire
- Group decision-making, for weighing the real costs and benefits of deciding as a team
- Negotiation and bargaining basics, for creating and claiming value in a deal
You’ll work through midterms, a group “stretch project” and a negotiation-focused “consultant paper,” with built-in flexibility to go deeper on the topics most relevant to your own leadership challenges.
Core course 2: Values-Based Leadership (LPPL 7025)
This course opens with the kind of dilemma most leadership courses avoid: If your former employer is funding your degree on the promise you’ll return, and a competitor offers you a job plus reimbursement for half your remaining tuition, what do you do? There’s no “right” answer here – instead, the course draws on philosophy, social psychology, organizational behavior and behavioral economics to build frameworks for approaching questions like these. The course moves through a deliberate sequence of topics, each built around real ethical dilemmas rather than abstract theory:
- What counts as a moral decision, and what frameworks exist for making one – along with the limits of each framework
- Why moral positions become psychologically entrenched, so you can understand why people rarely change their minds through argument alone
- Social identities and diversity as a moral issue, including how power and hierarchy contribute to inequality
- Why moral issues divide people, and what it actually takes to bridge those divides
- Organizational culture, norms and incentive design, for recognizing what fosters or deters unethical behavior inside a team or agency
- Moral design, for building structures, institutions and policies that encourage ethical behavior rather than assuming individuals will supply it on their own
- Case-based ethical failure, examined through material like “Enron: The Smartest Guys in the Room,” to see how good people participate in bad outcomes
You’ll leave with a working understanding of how people actually make moral decisions – the kind of judgment calls that show up constantly once you’re the one in charge.
Electives (6 credit hours)
You’ll round out the certificate with electives chosen to match your interests – whether that’s additional public leadership courses, data analysis and public policy or a specific policy domain – giving the credential some flexibility even within a compact 12-credit structure.
