The University and Charlottesville communities are invited to attend a special Constitution Day event at Garrett Hall on Friday, Sept. 16, 2016 at 12:00 p.m. Each year, the Batten School hosts the University of Virginia’s official Constitution Day event on Grounds.
This year, the Honorable William H. Webster, Chairman of the Homeland Security Advisory Council, will speak about the balancing of individual rights and public safety. Judge Webster was famously quoted as saying “Order protects liberty and liberty protects order.”
Webster began his federal service as a U.S. Attorney for the Eastern District of Missouri from 1960 to 1961, then a member of the Missouri Board of Law Examiners from 1964 to 1969. He then became a federal judge on the U.S. District Court for the Eastern District of Missouri and then the U.S. Court of Appeals for the Eighth Circuit. From 1978 to 1987, he served as Director of the Federal Bureau of Investigation and as Director of the Central Intelligence Agency from 1987 to 1991. Webster is the only person to ever hold both of these positions in government.
He was appointed the Chairman of the Homeland Security Advisory Council on August 10, 2005, and continues to serve in that capacity today.
Judge Webster received his bachelor’s degree from Amherst College and his Juris Doctor degree from the Washington University Law School. During World War II, he served as a lieutenant in the U.S. Navy.
