Andrew Simon is an assistant professor of public policy and economics at the Frank Batten School of Leadership and Public Policy at the University of Virginia. He is a public finance economist who studies the incidence of state and local public policies across individuals and geography—that is, who benefits and who bears the burden? His current research focuses on higher education finance, such as the causes and consequence of state divestment in public colleges, as well as taxation, and employment policy. To study these issues, he examines the effects of past public policies, and conduct fields experiments. His work has been supported by the Russell Sage Foundation, the Sloan Foundation, the W.E. Upjohn Institute for Employment Research, and the John Mitchell Economics of Poverty Lab. 

Simon received his Ph.D. in Economics in 2021 from the University of Michigan where he was an Institute for Education Sciences pre-doctoral fellow. Before starting his graduate studies, he completed a B.A. in Economics and Mathematics in 2013 from Cornell University and was a Research Professional at the Becker Friedman Institute at the University of Chicago. Prior to joining UVA, he was a Postdoctoral Scholar in the Department of Economics at the University of Chicago and the Research School of Economics at the Australian National University.
