Anne Carter Mulligan joined Batten in January 2019 as Director of Undergraduate Admissions. She’s held multiple roles in higher education, most recently as Director of Strategic Initiatives in Enrollment Management at Longwood University, where she led projects designed to enrich the student experience and provide a seamless path from recruitment to graduation.

Amanda Crombie

Director of Academic Programs

Amanda Crombie is the Batten School’s Director of Academic Programs and is responsible for academic advising, course scheduling and enrollment as well as curriculum management for the School. Originally from Florida, Amanda completed her undergraduate work at Florida State University in Environmental Science before coming to Virginia to work and study at the University. Amanda holds a Master of Urban and Environmental Planning degree from the Architecture School here at UVA. Crombie is passionate about how environmental degradation and habitat destruction effect biodiversity, and decreasing the negative effects of human activity on the environment. Prior to coming to the Batten School six years ago, she worked for 11 years with the Department of Intramural Recreational Sports here on Grounds serving faculty, staff and students in various roles promoting healthy lifestyles. Amanda and her husband Jack have two children Jack Jr. and Jensen.

Rafa Kouki holds a PhD in Administration Sciences from Laval University, Canada, an MBA and a B.Com in Operations Management and Management Information Systems from the University of Ottawa. Her research interests lie in the areas of digital innovations, strategic use of IT, IT and Supply Chain Management, and Agile Project Management.

Postdoctoral Research Associate

Jieun Pai researches social hierarchy and conflict resolution. Specifically, her research seeks to provide insight into how people can satisfy their need for status in teams and organizations harmoniously. Pai received her Ph.D. in Management and Organization from Anderson School of Management at UCLA and holds M.A. in Human Resources from University of Minnesota and B.S. in Chemical Engineering from KAIST, South Korea.

Brooke Ray

Operations Manager, Global Policy Center

Prior to joining the Global Policy Center, Brooke Ray served as the Senior Manager of Food and Agriculture Programs for the International Rescue Committee in Charlottesville, Virginia. For six years she developed their New Roots program into a multifaceted food and agriculture initiative for refugees and other vulnerable populations. During her tenure, she partnered with UVA’s Batten School, Humanitarian Collaborative, School of Medicine, and Morven Farm on several student applied learning initiatives. Brooke studied Community and International Development at the University of Vermont with a focus on food systems. She has worked in Central America and the U.S. on food, agriculture and health development projects. As a community advocate, Brooke has worked to expand awareness of equity and refugee interests in local, state and national arenas and is a founding member of the Charlottesville Food Justice Network.

Ian H. Solomon has been dean of the Frank Batten School of Leadership and Public Policy since September 2019. He comes to Batten with more than 20 years of experience as an educator, policymaker, diplomat and businessman in more than 40 countries. The Batten School has the distinction of being the only school of public policy administration in the U.S. that is explicitly committed to teaching leadership. The School’s programs inspire students to act vigorously, effectively and ethically on behalf of the common good.
