The Virginia General Assembly ended its regular session without agreeing on a state budget. The state has a big surplus, and both Democrats and Republicans want to pass a number of tax cuts. But why isn't it simple to do?

On the WTJU podcast Bold Dominion, Batten School professor Ray Scheppach explains who actually crafts state budgets and how do they do it. He also sheds light on what the Virginia state budget might look like in the coming years.
